Data from a survey conducted by the European Union reveals that in 2020, 85% of European Union schools have crisis management plans.
Crisis management systems are essential for ensuring the safety of students and staff. All organisations should have a comprehensive crisis management plan in place, and all staff should be trained to respond to crises.
We are happy to share a case study about the new crisis management system created for Akershus County in Norway, a collaborative effort between Baltic Amadeus and Magenta ApS.
Akershus County is one of the largest counties in Norway, with a population of 600,000. The Council puts a lot of effort into tightening its country’s security and protecting its institutions from potential attacks.
So, the County Council started looking for possible IT solutions to protect educational institutions from potential attacks and extreme situations.
This is where the Baltic Amadeus team stepped in and, together with Scandinavia’s largest open-source IT provider, Magenta ApS, proposed to develop a crisis management application.
Baltic Amadeus collaborated with Magenta and Akershus County Council to create BComeSafe, a comprehensive crisis management solution. BComeSafe includes three components: mobile apps for students and teachers, a central crisis management hub, and desktop applications.
A significant challenge in crisis management was pinpointing the exact location of individuals within a building, including specific floors and rooms. However, IT experts successfully incorporated extensive features into the solution. Now, the system can capture incoming signals and movements during a crisis. The mobile app also shares video and audio data, maps information, and sends various alerts to organisations in the affected area.
Baltic Amadeus used various technologies and tools, such as WebRTC, for transmitting video and audio between apps and desktops. The team also used node-webkit for a desktop application. Moreover, the system integrates with IP telephones, building blueprints, Aruba device information, public address systems at educational institutions, and other external organisations.
The new solution allows teachers and students to report and receive alerts about nearby incidents quickly. It aids in handling various crisis situations, enhances early crisis detection and response, and contributes to preventing bullying and student conflicts.
The solution offers a wide range of features that work seamlessly on both mobile operating systems and desktop computers. As a result, it is now being utilised by 40 educational institutions in Akershus County.
With the development and introduction of this solution in the Scandinavian market, Akershus County Council has strengthened the security of Norway’s educational sector and the prevention of terrorism.
